It is possible by giving the edit rights of Global Resource only to root users.
You can set the edit and use rights of Resource in "Access Limits" field of "Security" available in Global Resource property.
For the details of the settings related to Global Resource Security, refer to
select 5. [Security] tab from the help in the Reference Information and configure the settings related to Global Resource Security.
